THEORY AND MODELS OF PUBLIC POLICY FOR EDUCATION IN CONCEPTUAL AND IMPLEMENTATIVE ANALYSIS

Kebijakan publik di bidang pendidikan memiliki peran penting dalam menentukan arah, kualitas, dan pemerataan layanan pendidikan. Artikel ini menganalisis konsep, model, dan implementasi kebijakan pendidikan melalui studi literatur. Hasil kajian menunjukkan bahwa kebijakan dipengaruhi oleh faktor politik, sosial, ekonomi, serta kapasitas institusi. Model kebijakan seperti rasional, incremental, mixed scanning, dan sistem memberikan pendekatan berbeda dalam perumusan kebijakan. Implementasinya melibatkan berbagai aktor dan menghadapi tantangan struktural maupun kultural. Oleh karena itu, diperlukan pendekatan kebijakan yang adaptif dan kontekstual untuk meningkatkan efektivitas serta keberhasilan kebijakan pendidikan.
