Strategi Penguatan Ketahanan Energi Nasional Melalui Diversifikasi Energi Terbarukan Guna Mendukung Kebijakan Pertahanan Negara

Energy resilience is a strategic foundation for national independence and the sustainability of national defense operations. This study aims to analyze the current state of energy resilience in the strategic region of Riau and Dumai, identify key constraints, and formulate strategies to strengthen national energy resilience through renewable energy diversification technologies and national energy governance reforms. A descriptive qualitative approach was employed, collecting data through observations, interviews, and documentation across Pertamina Hulu Rokan, Refinery Unit Dumai, Integrated Terminal Dumai, Dumai Naval Base (Lanal Dumai), Radar Station 104 Dumai, and Air Defense Artillery Battalion 13/PBY, enriched by insights from the Energy Security Workshop. The analysis applies the Energy Resilience framework (accessibility, usability, sufficiency, and operability) combined with SWOT and the Quantitative Strategic Planning Matrix (QSPM). Findings reveal that while Riau-Dumai possesses a complete national energy supply chain, military defense units remain vulnerable due to dependence on external grid power and fossil fuel supplies. The SWOT analysis places the strategic position in Quadrant I (Strengths–Opportunities) at coordinates (1.12; 1.11). Based on QSPM, the primary strategic priority is the Development of the Integrated Riau-Dumai Renewable Energy Zone (TAS 6.84), supported by the Smart Energy Defense System. This strategy is further strengthened by recommendations for Strategic Petroleum Reserves (SPR), bioethanol trade governance reforms, and Anti-Access/Area Denial (A2/AD) doctrine integration to ensure national defense operational readiness..
